The coronavirus pandemic has created significant challenges for public procurement. This has led to a debate on whether current legal frameworks are adequate and in some countries has prompted rapid changes to the legal framework to address the new challenges. Internationally acclaimed scholars will discuss the new environment and its impact on the future of public procurement in Brazil and around the world.

Professor Sue Arrowsmith QC (hon), BA, DJur, MCIPS. Achilles Professor of Public Procurement Law and Policy and Director of the Postgraduate executive programme in Public Procurement Law and Policy, University of Nottingham; Editor, Public Procurement Law Review and author of numerous books on public procurement, including the leading UK and EU text, The Law of Public and Utilities Procurement (3rd edition, Sweet & Maxwell).

Professor Marçal Justen Filho: JSD. LLM. Full Professor, Federal University of Parana (UFPR; ret. 2006). Professor at the Posgraduate Program in Administrative Law, IDP (Brasilia). Author of numerous books on administrative law and public procurement, including Curso de Direito Administrativo (13th edition, RT Thomson Reuters) and Comentários à Lei de Licitações e Contratos Administrativos (18th edition, RT Thomson Reuters).
